Preheat your oven to 200°C (390°F).
Peel and grate the potatoes. Squeeze to remove excess moisture.
In a large bowl, mix together the grated potatoes, eggs, flour, yogurt, baking powder and a pinch of salt. Mix well until you get a smooth paste.
Grease a baking dish with olive oil and spread the potato batter evenly in the dish.
Finely slice the onion and pepper, and place them on top of the potato dough.
Season with salt, pepper and chili pepper to taste.
Sprinkle with cheese on top.
Drizzle with olive oil and sprinkle chopped chives on top.
Bake in the preheated oven for about 25 to 30 minutes or until the focaccia is golden brown and crisp around the edges.
Remove from oven and let cool slightly before slicing.
